Russia’s foreign minister has briefed US Secretary of State Marco Rubio on a “peace memorandum” to end the war in Ukraine. Sergei Lavrov has suggested direct talks between Russia and Ukraine in Istanbul on Monday, when he says the memorandum will be presented to Ukrainian negotiators. Meanwhile the German chancellor has pledged more military aid to Ukraine, as Russia masses thousands more troops on the country’s north-eastern border.
