WOMEN IN PRISON -- The female prison population in the Lone Star State is on the rise even as fewer men are filling state lockups, but experts say it’s not clear why. With its baffling numbers, outlined in a freshly released Prison Policy Initiative report, Texas bucked the national trend from 2009 to 2015.
