It's called Pera Pera. Currently, it is 3 apps in one, 1)Phrasal Verb Practice, 2)Read Aloud, and 3)SielpHa (which is based on a textbook series used at a university in Japan).

You can also write or copy and paste your own scripts to read aloud.
