He played for Bermuda in World Cup Qualifiers and earned recognition as the "Best Player" at Academia de Tahuichi in Bolivia. His professional career included clubs like Luton Town FC, Swansea FC, Bristol Rovers FC, and Colchester United FC.

Tommy holds a USSF coaching license and a master's degree in Education Administration from Norfolk State University. Recognizing a need for improved technical skills, he founded Carter's Elite Futbol Academy.
