Government's recovery plan, based on the district development model, would turn South Africa into a command economy, and contains many contradictions.

SA might soon be contracting power stations built on ships to moor in its major harbours, to provide extra power to Eskom. Environmentalists are very worried that they won't require full environmental impact assessments.
