Project Pegasus is Marvel's premiere think tank.  It's first appearance is in Marvel Two-in-One issues 42 and 43, featuring The Thing, Captain America, and the Man-Thing. Ross gives you take of the prolouge to six part epic that comes nine issue later, The Pegasus Project.
