The second big storm of the week is bringing more strong winds and heavy rains to communities across San Diego county. The lights at the San Diego County administration building will glow in rainbow tonight in honor of civil rights icon Reverend Jesse Jackson. Former congresswoman Katie Porter was the first of the gubernatorial hopefuls to tour the Tijuana River.
