Customers of the Holly Springs Utility District complained about power outages that lasted for hours, sometimes days, for years. It got so bad that the Mississippi Public Service Commission hired Silverpoint Consulting to conduct a third-party investigation into the utility. The report describes a "death spiral" in the utilities metering infrastructure. Northern District Commissioner Chris Brown says the issues were brought on by years of chronic mismanagement, lack of maintenance, and poor planning.
