On April Fools Day Governor DeSwine went to twitter to threaten small businesses in the state to heed his decree (which is in difference to his powers by the State's Constitution) to stay closed or face penalties from "local authorities". He deems that 2,547 cases of COVID19 in a state of 11,650,000 citizens constitutes a health emergency and has assumed powers only allowed by the state legislators and not by the Governor or the Department of Health.
