  • The Global Exchange: China's Role After the Invasion of Ukraine
    In this episode of The Global Exchange, Colin Robertson speaks to Phil Calvert, John Gruetzner, Ted Lipman, Leigh Sarty, and Hugh Stephens about the role China is playing in the current war in Ukraine.
    Participants’ Biographies:
    * Phil Calvert is a CGAI Fellow, a Senior Fellow with the China Institute of the University of Albert,a and a Senior Research Associate with the Centre for Asia-Pacific Initiatives at the University of Victoria. He served in Beijing as a Trade Commissioner (1984-87), Economic Counsellor (1994-1997) and Minister & Deputy Head of Mission (2004-2008). In Global Affairs Canada he served as Director General for North Asia, Deputy Chief Negotiator for Canada during China's accession to the WTO and as Director of the Technical Barriers to Trade Division. Most recently he spent 2012-2016 as Canada's ambassador to Thailand, Cambodia and Laos.
    * John Gruetzner is a CGAI Fellow and is currently working out of Canada and responsible for international business development for Canadian–based technology firm Syngrafii Inc. He is also the co-founder of Intercedent. 
    * Ted Lipman is a CGAI Fellow. His career has spanned over 40 years as an Asianist; in diplomacy, philanthropy, academia and culture. Highlights include appointments as Canadian Consul General in Shanghai,  Minister/DCM  in Beijing, Director/HOM of Canada’s trade office in Taipei, Director General for North Asia at Global Affairs HQ and Ted’s last diplomatic assignment, Canadian ambassador to both North and South Korea.
    * Leigh Sarty is Adjunct Professor at the Institute for European, Russian and Eurasian Studies and Senior Fellow at the Norman Paterson School of International Affairs, Carleton University. He retired in October 2021 from Global Affairs Canada, where he served at the Embassy in Moscow (Second Secretary, 1996-1999, Deputy Head of Mission 2012-2016) and in Beijing, where he headed the Political Section from 2003 to 2007. His current work focuses on Russia-China-Canada relations.
    * Hugh Stephens is a CGAI Fellow. He has 40 years of government and business experience in the Asia-Pacific region. Based in Victoria, BC, Canada, he is currently Vice Chair of the Canadian Committee on Pacific Economic Cooperation (CANCPEC), Distinguished Fellow at the Asia Pacific Foundation of Canada, and Executive Fellow at the School of Public Policy at the University of Calgary.

  • Defence Deconstructed: France, the EU, and Canada in the Indo-Pacific
    On this episode of Defence Deconstructed, Cleo Paskal is joined by H.E. Kareen Rispal, H.E. Christophe Penot, H.E. Gabriele Visentin, RAdm Jean-Mathieu Rey, and Jonathan Fried to discuss the convergences between the French, European, and Canadian Indo-Pacific visions.
    Participants Bio:
    Kareen Rispal was the French Ambassador to Canada from 2017 to March 2022. She is now the Inspector General of the French Ministry for Europe and Foreign Affairs.
    Christophe Penot is France's first Ambassador to the Indo-Pacific since October 2021. Previously, he served as France's Ambassador to Australia and was stationed in Japan, Malaysia and Vietnam. He also worked in the UK and Canada. 
    Gabriele Visentin is the EU Special Envoy for the Indo-Pacific since September 2021. He has been an official of the European External Action Service since 2011, where he served as Head of the Parliamentary Affairs Division. 
    Rear Admiral Jean-Mathieu Rey is the French Joint commander of the Asia-Pacific zone. A senior naval Special Forces officer with operational experience mainly in the Indo Pacific area, he was previously deployed to the French Foreign Ministry as an adviser for security and defence cooperation in Asia and South America. 
    Jonathan Fried is a former Canadian diplomat whose career spanned law, economics and trade. He is now Senior Advisor with Bennett Jones, LLP, the Albright Stonebridge Group, Senior Associate to the Center for Strategic and International Studies, and Advisor to Llewellyn Consulting. 
    Cleo Paskal is an Associate Fellow with Chatham House, London, U.K. and a Non-Resident Senior Fellow for the Indo-Pacific with the Foundation for Defense of Democracies, Washington, D.C. She serves on the International Board of Advisors, Kalinga Institute of Indo-Pacific Studies (India) and the International Board of Advisors, Global Counter-Terrorism Council, India.

  • Conseils de sécurité: Lori-Anne Théroux-Bénoni
    Pour ce 30ième épisode, Sarah-Myriam et Thomas reçoivent Lori-Anne Théroux-Bénoni, directrice du bureau régional de l’Institut d’étude de sécurité pour l’Afrique de l’Ouest, le Sahel et le bassin du lac Tchad. Ils discutent de la mission de l'ISS Lori-Anne aborde ensuite les facteurs explicatifs des récents coups d'État et des tentatives de coups d'État au Sahel et du rôle des organisations régionales et/ou internationales comme l’ONU ou encore d’autres États membres pour prévenir ou faire face à ces instabilités. Lori-Anne revient également sur un rapport publié en 2019 pour expliquer le lien entre extrémisme violent, criminalité organisée et conflits locaux en Afrique de l'Ouest. Elle identifie les mécanismes de recrutement par les groupes dits djihadistes au Sahel et discute des différents facteurs qui poussent les personnes à s’engager dans des groupes qui se caractérisent par l’utilisation de violence extrémiste. Elle explique comment les enjeux de sécurité au Sahel peuvent avoir des répercussions à l’extérieur de la région, en Europe, en Asie et en Amérique. Elle conclue sur le rôle du Canada au Sahel, soit dans quelle mesure et de quelle façon le Canada devrait davantage s’y investir.

    Sharon Singh is a partner at Bennett Jones. She provides advice on regulatory, governance, environmental, and Aboriginal law to infrastructure, mining, energy, construction, and agribusiness sectors. She is recognized for her proven ability to create collaborative relationships with Indigenous nations, local communities and regulators, and implementing Environmental, Social and Governance (ESG) and Corporate Social Responsibility (CSR) practises and reporting within organizations
    Meredith Lilly is an Associate Professor at Carleton University where she holds the Simon Reisman Chair in International Affairs focused on trade policy. Dr. Lilly is a national award-winning researcher with extensive experience in public policy development and executive branch decision making. She previously served as Foreign Affairs and International Trade Advisor to Canadian Prime Minister Stephen Harper and oversaw within the Prime Minister’s Office the conclusion of Canada’s free-trade negotiations with the European Union, South Korea, and the Trans-Pacific Partnership among other files. Her current research is focused on international labour mobility and Canada-US trade relations. She is also a frequent media commentator on North American trade relations and the US Mexico Canada Agreement (USMCA).
    John Weekes is an expert in international trade policy and trade agreements. He represented Canada in trade negotiations and at various international trade meetings. He was Canada’s ambassador to the WTO from 1995 to 1999. From 1991 to 1994 he served as Canada’s chief negotiator for NAFTA. He was ambassador to GATT during the Uruguay Round of multilateral trade negotiations. In the 1970s, he participated in the Tokyo Round of GATT negotiations. Most recently he served as a senior business adviser at Bennett Jones LLP from 2010 until his retirement from the firm in December 2021
    John W. Boscariol is head of McCarthy Tetrault's International Trade & Investment Law Group and a partner in their Litigation Group. He helps clients understand how international trade agreements and foreign investment laws impact their business. John assists clients through the tangle of regulatory impediments faced by Canadian companies seeking to expand their business globally, and to international businesses entering the Canadian market.
