Mary Elizabeth Walters is a PhD candidate at the University of North Carolina whose work focuses on the 1999 conflict in Kosovo. An expert in military history, Walters is currently at the Clements Center for National Security at the University of Texas at Austin. Her dissertation,  “Unexpected Humanitarians: Albania, the U.S. Military, and Aid Organizations during the 1999 Kosovo Refugee Crisis” will be an important contribution to the way historians understand humanitarian aid from the military, NGOs, and citizens of a neighboring nation.
