The House tries to save DC Democrats from themselves

The relationship between Congress and the local government in the District of Columbia is long and complicated. It goes back to the Constitution. The founders created the district specifically as the home of the new federal government. The idea was to create a new seat of government that was not in any state and not beholden to any state and not subject to the control of any state.
