In the second chapter of the 2019 Inspector General's report we learn of the FBI's standards and safeguards and how they **should** have been applied when opening and conducting counterintelligence investigations. As later chapters reveal these standards were often ignored in the Trump/Russia investigation.
In fact, the FBI had 17 pieces of important information that they kept from the FISA court. Had they given the FISA court this information, it is likely they would have never been allowed to obtain the warrants that allowed them to monitor individuals in the Trump campaign.
