Stuart Harvey was born and raised in the Washington DC area.  He began his career in elections in 1990 in Montgomery County, working as a temporary employee at the Board of Elections in Rockville hiring and training election judges for the polling places.  

Mr. Harvey was asked to remain permanently after the 1990 elections, and worked as the top assistant to three different election directors over a period of 12 years.  In July 2002, Mr. Harvey was hired by the Frederick County Board of Elections as the Election Director for the County.

Mr. Harvey is a graduate of Boston University.  He has served on the Board of Directors of the Maryland Association of Election Officials (MAEO), currently serving as their Legislative Chair.  MAEO honored him in 2011 with the Robert J. Antonetti Jr. Award, given for commitment to election excellence.  He is also a Certified Elections/Voter Registration Administrator, graduating from The Election Center’s Professional Education Program. The program was created by The Election Center with the cooperation and guidance of Auburn University's Masters in Public Administration faculty.

With the implementation of Maryland’s new paper-based optical scan system last year, Mr. Harvey has now worked with three different types of voting systems – punch card, touchscreen, and optical scan.

Jim Baer’s former students at Ursinus College called him “intelligent, motivating, friendly, very funny, very experienced,” and said he was, “the best teacher ever hired.” A graduate of The University of Virginia School of Law, Jim is a forty-five-year member of the Maryland Bar and was also a member of the Bar of the District of Columbia and the Bar of the Supreme Court of the United States of America. He was a trial lawyer in private practice until 2001 when he returned to his alma mater, Ursinus College, where he created the college’s Center for Legal Studies and taught a variety of courses utilizing a unique blend of Socratic Method and open class discussion.

April Fleming Miller was elected to the Board of Education in November 2010 for a four-year term December 2010-14. She was re-elected to a four-year term December 2014-18. Dr. Miller is liaison to the Career and Technology Advisory Council.

A 1988 Middletown High graduate, she earned her bachelor’s degree in biology and psychology at the University of Maryland Baltimore County in 1992 and doctoral degree at the Pennsylvania College of Optometry at Salus University in 1996. Dr. Miller is employed as an optometrist at Evich and Nathan Optometry and Optical Center in Frederick.

"Education is the foundation of our community,” Dr. Miller says. “I want to let people know I’m willing to listen, and I want to help come up with solutions."

Her priorities are accountability and transparency in the budget process, communication and curriculum.

Gary Brennan has been a public school educator for 31 years. He is currently a social studies teacher at Brunswick High School. From 2005 until 2015 he served as the president of the Frederick County Teachers Association. Linda Mathieu is a licensed Certified Public Accountant, working in the field of retirement planning for over 30 years. A graduate of the University of Baltimore, she began her career with the Social Security Administration, where one of her tasks was teaching employees how to review claims and authorize benefit payments.

When she left the government for the private sector, she started working with professionals and small corporations as a financial planner, developing retirement goals and plans. While working with a local pension consulting firm, she was instrumental in designing and obtaining IRS approval of the first qualified Supplemental Retirement Plans for federal employees.

In 1984, Ms. Mathieu opened her own benefits consulting firm, TEFRA, Inc. In two years, she bought out her former employer.  She now consults to a long list of banks, brokerage firms, insurance companies, accounting firms, and many others.

Ms. Mathieu has been a member of the American Institute of Certified Public Accountants, Maryland Association of Certified Public Accountants, American Society of Pension Actuaries, and the National Institute of Pension Administrators. She has served as an ambassador for the Greater Annapolis Chamber of Commerce.  She has taught classes in the Certified Employee Benefit Specialist program of the Wharton School of the University of Pennsylvania at Anne Arundel Community College.  For more information, go to www.Tefrainc.com .

Blessings in a Backpack is a community organization which helps provide food to underprivleged children in the Frederick area during days when schgools are not in session.

One in five American children faces food insecurity — more than the populations of New York City, Los Angeles, and Chicago combined. During the school week, most of these children depend on the federal free and reduced meal program their school offers. Sometimes, the meals at school are the only ones they get. When the school closes it doors on Friday afternoon, many of these children go home to empty cupboards and empty bellies for 65 hours until they return to school on Monday morning.
