The real estate situation in New Zealand is strikingly similar to the situation here in Metro Vancouver. The one difference is that their newly elected government has promised to implement a ban on foreign real estate speculation.

Why is it a big deal that a fee for searching and filing for bankruptcy is being waved by the government?  Declaring banckruptcy is a big deal for a lot of people. And the new rules seem to be working to help people with the process.
