    JACKSON — With bids coming in too high for construction work on the roof and helicopter pad at the Jackson Medical Center, the city is going back to square one, Councilmember Bobby Brooks said at Tuesday’s meeting. “There are a lot of moving parts right now,” Brooks said. “We put out bids a week ago for roofing projects and they came back astronomically high.     Alabama’s public schools are funded from three primary sources. The state receives approximately 10% of its funding from the federal government through programs such as Title I and school nutrition programs. These programs typically support students coming from low-income households. The next source is local funding.
