The final report of the Mother and Baby Homes Commission of Investigation is due to go before cabinet - before the Taoiseach makes a state apology in the Dáil on Wednesday.
According to the Sunday Independent, the report will show 9,000 children died in the 18 institutions looked into.
The Taoiseach has promised there'll be a comprehensive response from government to the commission's findings.
And he has also promised to get to the bottom of who leaked the report before survivors got a chance to go over the report in detail.
