In #NG911, reliability is no longer just a question of whether a circuit is up. The network, location data, GIS, routing, call handling, cybersecurity, procedures, and people all have to work together when the public needs help.

The 911 call arrives from a large commercial building. The caller reports smoke but does not know where it started, whether anyone is still inside or which entrance responders should use.

But the building knows.

Its fire panel knows which detector activated. Its access-control system knows which doors are locked. Its elevators know where they stopped. Its cameras may show where people are moving, and its environmental sensors may already be tracking heat and smoke.

The information exists. The network exists. But the information and the network have never been properly introduced.

Throughout this week, we explored how information becomes an operational decision and how confidence, provenance and independent verification determine whether that information should be trusted. In this episode, we bring those conversations together.

NG911 has given public safety a secure, resilient, IP-based pathway capable of carrying voice, text, images, video and contextual emergency information. Yet many incidents still arrive carrying little more than a voice, telephone number, location and whatever the caller can explain during one of the most stressful moments of their life.

Meanwhile, buildings, connected vehicles, schools, utilities, enterprise security centers and critical infrastructure are already generating valuable emergency context. Much of that information resides in private-sector systems, where new capabilities will continue to be developed and cultivated.

That makes standards work essential. Public safety cannot remain a spectator while someone else determines how emergency information will be formatted, authenticated, prioritized and delivered.

The objective is not to fill every screen or send every available sensor reading to the telecommunicator. It is to deliver the right information to the right person at the right moment—in a form they can understand and use.

Connectivity alone does not create trust. That requires standards, governance, security, privacy protections, provenance, authentication and continuing public-safety participation.

We built a beautiful network. Now we need to fill it with information that is useful, current, secure, verifiable and delivered as context—not noise.

THE CONFIDENCE SCORE — 94 Percent Confident in What?

A screen displays a confidence score of 94 percent. It looks precise. It feels authoritative. But before anyone acts on it, there is one question that must be answered:

Confident in what?

Is the system confident that a person is present? That gunfire occurred? That several alerts describe the same incident? That the caller is in a particular room? Those are very different claims, supported by different evidence and carrying very different operational consequences.

Five alerts do not necessarily represent five independent sources. They may all trace back to the same camera, sensor or original notification. Duplication is not corroboration.

Even location confidence needs context. A precise-looking wireless location estimate may be based on testing, statistical models and previous performance—not necessarily the conditions affecting this device, inside this building, at this particular moment.

In this episode of TiPS: Today in Public Safety, Fletch examines what confidence scores should mean inside the emergency communications center. We explore source reliability, independence, recency, conflicting evidence and why the system must show the call taker what supports its conclusion.

Most importantly, a high confidence score does not automatically authorize action. The confidence required to ask another question is not the same confidence required to identify a suspect, cancel a response, unlock a door, order an evacuation or initiate a high-risk tactical operation.

The machine can organize the evidence, explain its reasoning and expose uncertainty. The human still owns the decision.

Sometimes the most accurate answer a system can provide is:

“I don’t know.”

A confidence score without an explanation is not situational awareness. It is uncertainty with better marketing.

Turning Emergency Data into Operational Awareness

Connected buildings, vehicles, cameras, smartphones, wearables, alarms, and IoT sensors can produce more emergency information than public safety has ever possessed.

But more data does not automatically create better situational awareness.

Without correlation, context, prioritization, and clear labeling, additional data can increase cognitive workload and leave call takers searching for one useful fact inside an overwhelming information dump.

In this episode of TiPS: Today in Public Safety, “Fletch” examines what must happen before connected-device information reaches the emergency communications center.

Technology should help organize the evidence, identify contradictions, prioritize what matters, and present a concise operational picture.

It should not bury the call taker under a truckload of data and expect them to discover the important information while simultaneously managing the emergency.

Because when seconds become decisions, the goal is not to give the call taker more things to examine. The goal is to help them understand what is happening, determine what must happen next, and communicate that decision while it can still change the outcome.

The caller says they think they are on the third floor.

They do not know the room number.

They are not sure which stairwell is nearby.

They heard a loud noise, saw people running, and now they are hiding.

That is what the caller knows.

But the building may know more.

The access-control system may know which door was forced open.

The panic button may identify the exact room where the alert began.

The fire-alarm system may know which detector activated.

The elevator system may know which cars are available.

The video system may show movement in the hallway.

The Wi-Fi network may know where a connected device was last seen.

Public safety has spent decades improving its ability to locate the correct street address.

But what happens after responders arrive at the building?

The caller may be on another floor, in a secure office, in a rear warehouse, behind a locked door, or somewhere on a large campus with multiple buildings and entrances.

The address gets responders to the property.

Dispatchable location gets them closer.

But the emergency may still be another 100 feet away.

In this episode of TiPS: Today in Public Safety, Fletch examines the operational challenge of locating a person inside a complex building or campus.

The episode explores how indoor maps, access-control systems, fire alarms, panic buttons, elevators, Wi-Fi, badges, sensors, and building-security systems can provide valuable information during an emergency. But it also explains why raw data and a simple pin on a map are not enough.

Responders need an actionable route.

They need to know which entrance to use, which stairwell reaches the correct floor, whether doors are locked, whether the caller has moved, and what hazards may exist between the entrance and the person who needs help.

A dot on a map is not the destination.

A room number is not a route.

And arriving at the building does not mean arriving at the emergency.

The last 100 feet may be the most important distance of all.

An outdoor warning siren suddenly began sounding at approximately 3:00 a.m. in Huntington County, Indiana.

There was no tornado, no severe storm, and no local emergency.

Officials determined that a radio signal originating roughly 300 miles away in Iowa had traveled far beyond its expected coverage area through a weather-related phenomenon known as tropospheric ducting. The distant transmission apparently matched the activation code used by the Indiana siren.

The system may not have malfunctioned at all.

It may have done exactly what it was designed to do after receiving what appeared to be a valid command.
