WV Delegate Tom Bibby says that Democrat Delegate Mike Caputo's violent actions are reasons for dismissal from the Legislature. As a 22-year military veteran from Berkeley Co., Bibby defends free speech and says there was no cause for a lawmaker to behave the way Caputo did.
