That's what Conn Halliman believes. He's a columnist with Foreign Policy in Focus. The rabble.ca podcast Redeye spoke to Halliman earlier this month. Here's what he had say:

They say there are a number of ways that organizations are being punished for openly voicing criticisms of the Canadian government. Darren Shore is the communication co-ordinator for Voice-Voix, a coalition of Canadian organizations that want to stop the governent from attacking those who practice dissent in Canada.
