Was New Orleans Attack an Act of Terror?

Police say at least 10 people are dead and at least 35 injured after a man drove a truck into a crowd of people on Bourbon Street. Investigators say the suspect also shot two officers and is now dead. The FBI says it is investigating the deadly incident as an "act of terrorism."
