About 20 years ago, most mainstream scholars would tell you that capitalism, along with Western liberalism, was the triumphant form of government. But China has been sustaining stellar economic growth rate and social improvement without copying the Western political system wholesale. Now, the organizing principle of its stellar growth and development has been encapsulated in what Beijing calls "Whole-Process People's Democracy" and "Chinese Path to Modernization". What do they really mean?
