In Star Wars the Phantom Menace - Qui-Gon Jinn was introduced to us as the Jedi Master who defied the council rules and therefore was not on the council itself. There was more to his defiance, in which he actually disliked the Jedi Temple rules in how they trained their new jedi younglings into jedihood from Obi-Wan Kenobi's point of view.
I think this is why Qui-Gon made Obi-Wan promise to train the boy, because he knew he'd do it his way, instead of the council's.
