Can the drug problem be fixed by regulation or deregulation or education?  If it is a worldview problem, then how would you fix that?  Nations are finally giving up, and they are deregulating suicide and drug use.  America is ahead of the curve on this, with 9 states legalizing pot and some 31 states allowing medical use of it.
