1873年3月，美國國會通過一項法案，該法案規定了使用美國郵局寄送任何涉及色情的用品、比如：保險套、墮胎藥、或帶有性暗示的信件、圖片，一律視為犯罪，違法的人最高可以判處5年有期徒刑，罰款5千美金。這條法律稱之為「Comstock Laws」
