When someone says, "I couldn't care less," they are conveying that they have no emotional investment or concern about the matter in question. In other words, they are saying that their level of apathy is so high that it's impossible for them to care any less than they currently do. This phrase is often used to dismiss something as unimportant or to indicate that the speaker has no personal stake in the matter.
