On September 20, 2022, Pennsylvania Governor Tom Wolf signed House Bill 930 into law. This law requires that state police turn DNA samples of missing persons into NamUS, the National Missing and Unidentified Persons System.

This law could change the landscape of missing persons cases across the state.

Dawn Michaels is the Chief Operating Officer of Lead me Home Today, a non-profit organizations that supports and advocates for families of missing persons.

On October 10, 2019, three year-old Arabella Parker was brutally beaten by her mother's ex-boyfriend Jahrid Burgess.

On August 10, Harv Productions LLC filed a Right to Know request with Northumberland County Children & Youth requesting documents pertaining to the case of Arabella Parker.

Last week, the request was denied. We are currently working on an appeal. Today, Francis Scarcella, an experienced Right to Know requester is joining us to disc the Pennsylvania law, Harv Production's request, and the denial.

Amanda Parker was Arabella's older sister. The two spent a lot of time together when Arabella was a baby, but as she got older and Arabella's mother separated from their father, Karl Parker, Amanda was allowed to see less and less of her sister.

Despite Samantha Delcamp's reluctance in allowing Amanda to spend time with Arabella, Amanda became aware of the conditions that her three year-old sister was living in. Amanda called authorities, and had relatives do the same.

In the end, Amanda's efforts couldn't save her sister, and Arabella was brutally beaten by her mother's boyfriend, Jarred Burgess on October 10, 2019. The three year-old died 44 days later on November 22.

Amanda Parker does not think authorities did their job in this case and claims that they were not checking on her sister, even though reports were being made.

On October 10, 2019, Arabella Parker, a three year-old child in Trevorton, Pennsylvania was brutally beaten by her mother's boyfriend Jahrid Burgess. The child went into a seizure, but 911 was not called until nearly an hour after the incident had occurred. Arabella held on to every last inch of life for 44 days in Geisinger Medical Center while the community held candlelight vigils and hoped against the unthinkable. Arabella Parker passed away on November 22, 2019, two days after she was removed from life support.

Francis Scarcella is an award-winning journalist with the Daily Item. His coverage of this case led to an uproar of attention surrounding this family and the devastating circumstances.
