हा भाग एडीआरने सुरू केलेल्या पॉडकास्ट मालिकेचा नवा भाग आहे, ज्यामध्ये आपण माजी अर्थमंत्री श्री अरुण जेटली यांनी सादर केलेली निवडणूक बाँड योजना २०१८ पाहू ज्याचा उद्देश राजकीय निधी पारदर्शक बनविणे आहे. मार्च २०१८ ते जानेवारी २०२० या कालावधीत, निवडणूक बाँड विक्रीच्या तेरा टप्याच्या कालावधीत निवडणूक बाँड योजना २०१८ च्या अंतर्गत रु. ६२१०.३९ कोटीचे चे एकूण १२४५२ बाँडची विक्री झाली. यातील रु. ६१९०.१४ कोटीचे १२३१२ बॉंडची वैधता कालावधीत राजकीय पक्षांद्वारे नगदीकरण केले गेले. निवडणूक बाँडद्वारे राजकीय पक्षांना देणगी देणार्या कोणत्याही व्यक्तीचे / संस्थेचे नाव जाहीर करणे आवश्यक नाही. अशा प्रकारे रु. ६००० कोटीपेक्षा अधिक चे बॉण्ड खरेदी करणाऱ्या एकाही देणगी दाराची सार्वजनिक क्षेत्रात ओळख पटलेली नाही. एडीआर द्वारे विश्लेषित आकडेवारी ऐकल्यानंतर, श्रोत्यांनी या योजनेने राजकीय निधीत पारदर्शकता आणली आहे की नाही याचा विचार केला पाहिजे.

इस एपिसोड में हम पंजीकृत गैर मान्यता प्राप्त दलों द्वारा वित्तीय वर्ष 2017-18 और 2018-19 के दौरान प्रस्तुत योगदान रिपोर्ट और दलों को प्राप्त दान की स्थिति को देखते हैं| यह एपिसोड 138 गैर मान्यता प्राप्त दलों के योगदान रिपोर्ट का विश्लेषण करता है, जिनके दान विवरण वित्तीय वर्ष 2017-18 और 2018-19 के लिए सार्वजनिक तौर पर,रिपोर्ट तैयार करते समय दोनों योगदान विवरण उपलब्ध थे | कुल 2301 गैर मान्यता प्राप्त दलों में से केवल 22 दलों (0.96%) ने ही अपना योगदान रिपोर्ट वित्तीय वर्ष 2017-18 और 2018-19 के लिए संबंधित सीईओ कार्यालय में प्रस्तुत किया था | यह भारत के चुनाव आयोग द्वारा जारी किये गए पारदर्शिता दिशा निर्देशों का उल्लंघन है |

In this  episode,  we look at the status of submission of contribution reports and the donations received by the registered unrecognised political parties during the FY 2017-18 and 2018-19. The episode will give insights into our latest report that analyses the contribution reports of 138 registered unrecognised parties whose donation statements were available in the public domain for either FY 2017-18 or FY 2018-19 or both at the time of preparation of the report.  Only 22 (0.96%) of the total 2,301 unrecognised parties filed their contribution reports to the ECI for both FY 2017-18 and FY 2018-19. This is in violation of the aforesaid transparency guidelines issued by the Election Commission of India.
