Louis Avallone and Stephen Parr discuss the new reports just out showing Louisiana’s Department of Health overpaid Medicaid insurance premiums under the healthcare law by $4.8 Mil for people who were not eligible for Medicaid. Then, a different report came out that Louisiana’s combined State and local sales tax rate is 9.25%. It is the second highest sales tax rate among all 50 states, and the only state with a higher sales tax rate does not have an income tax.

The latest report from Standard & Poor's Financial Services, which is dated February 6, 2020, has lowered the city’s bond rating on the City’s general obligation debt from an A to a BBB+ rating, adding the outlook is negative. S&P explains “we view the City’s management environment as weak, with vulnerable financial policies and practices indicating the government lacks policies in many of the areas we believe are most critical in supporting credit quality.”

The Mayor (meaning any Shreveport Mayor) appoints the City Attorney and all attorneys under the City Attorney. According to the City Charter, this Attorney can end up working for conflicting departments and individuals within City Government. Louis Avallone and Stephen Parr wonder if that inherit conflict of interest doesn’t put the City Attorney is a difficult position under Rule 1.7 of the Louisiana Rules of Professional Conduct for Attorneys.

Mayor Perkins then called people living south of IH20 and east of IG49 “the oppressors”. Wrong. People just want him to follow the laws and obey the rules in the Shreveport City Charter.
