Former Willard City planning commissioner, Diana Baker, is returning to city service, rejoining the planning commission as an alternate after the Willard City Council approved her appointment Aug. 28. Residents are being advised to expect a sharp increase in mosquito populations in the coming couple of weeks due to recent rains that have increased mosquito habitat. The increased populations come as the Utah State Public Health Laboratory has recently discovered positive results for West Nile virus in five mosquito pools.
