PHILADELPHIA, Miss.–Philadelphia Police Chief Eric Lyons teased that more people are likely to be arrested after a drug bust that was announced Thursday.

In a Facebook post from the department the exact words used are that “more arrests are expected”. The Facebook post indicated that more people are still wanted with the initial bust.

Seven people so far have been charged after an investigation that took about a year. The busts were made in conjunction with the Neshoba County Sheriff’s Office and the Mississippi Bureau of Narcotics.

The L.V. Hull Legacy Center officially opened Phase 1 on Saturday in downtown Kosciusko with a public celebration honoring the legacy of folk artist L.V. Hull.

The day began with remarks around 1 p.m. at 105 Allen Street, followed by a ribbon cutting ceremony featuring Hull’s sister, Q.T. Tinnin, who had the honor of cutting the ribbon.

Kosciusko Arts Foundation President Allen Massey opened the program by reflecting on early efforts to preserve Hull’s artwork after her passing in 2008, crediting the “Friends of L.V.” for safeguarding her collection at Kosciusko City Hall beginning around 2011 and later working with preservation partners, including the Kohler Foundation, to conserve the work for public display.

Saturday’s opening included two completed and accessible portions of the Legacy Center campus: the museum space showcasing Hull’s artwork, and the adjacent office building that will support ongoing operations and programming.

Inside the office space, visitors found interactive materials inspired by Hull’s work, including license plates, records, paint, and other found objects. Guests were encouraged to take part by decorating items in the style of Hull’s art, using everyday objects and bold colors just as she did.

The former home of L.V. Hull—now owned by Yaphet Smith and listed on the National Register of Historic Places—was also highlighted as a key part of the broader preservation effort.

Smith said Hull’s legacy continues to reach far beyond Mississippi.

“People used to come from around the world to visit L.V. You’d see it in the guest books—especially all those Germans,” Smith said. “So it’s a chance to re-energize this community and bring that back to life.”

Organizers also outlined the broader vision for the Legacy Center campus. Once complete, the project will include additional renovated structures for collection display, rotating exhibitions, staff offices, public programming, and a creative residency. The campus will also incorporate Hull’s original home, which is set for preservation.

The L.V. Hull Home & Studio was recently added to the National Register of Historic Places at the level of National Significance, recognized as the first home-studio of an African American woman visual artist and the first home of an African American art environment creator to receive that designation.

Arts Foundation leaders said the project is still growing, with Phase 2 already in development. Hollis Cheek emphasized what the next stage will mean for future generations.

“As we look to Phase 2, the next generation will be able to view and learn the story about L.V. and her art… and see her imagination.”

Kosciusko Mayor Tim Kyle praised the project’s impact on the city.

“This is another great addition to our community,” Kyle said.
“You’re hearing the word getting out in the state—not only in the state, but nationally about Kosciusko.”

Organizers said the opening marks a major milestone for the project and the beginning of expanded programming and education efforts in future phases.

Update: The Kosciusko caboose has successfully been move to its new temporary location on the old railroad tracks near Wells Street.

June 9 – As of end of day Tuesday, the historic Kosciusko  caboose has now been successfully moved to the end of Washington Street where it intersects with Wells Street, directly in front of the Attala County Tax Assessor/Collector’s Office.

Crews completed the move as part of the ongoing relocation process.

Work officially got underway this morning to relocate a historic railroad caboose that has stood in downtown Kosciusko for more than 40 years.

The 1894-era railcar, located near the Strand Theater area, is being carefully prepared for its move to a new site closer to Highway 35 as part of a city preservation effort.

Mayor Tim Kyle previously announced that the caboose would be relocated after concerns grew about the deteriorating wooden structure supporting it. City officials say the base had weakened significantly after decades in place, raising the risk of potential collapse.

A specialized railroad contractor from Arkansas is handling the move, using portable track systems to slowly roll the caboose rather than lifting it with cranes. The process will guide the railcar along Washington Street and Wells Street before it is set back onto existing downtown tracks.

The caboose, originally brought to Kosciusko in the early 1980s and once used as a tax office, is not native to the city but has become a familiar local landmark over the decades.

Once relocated, city leaders say the long-term goal is to preserve and eventually restore the caboose, positioning it as a distinctive welcome feature near Highway 35.

During the relocation, portions of streets will be closed.

As of this report, Washington Street is closed from The Attala County Chancery Court Building to the square.

Attala County residents could soon receive critical blood transfusions right at the scene of an accident or medical emergency, thanks to a groundbreaking initiative aimed at closing the gap in rural emergency care.

Dr. Damon Darsey, a board-certified emergency medicine and EMS physician, is leading the push to equip ambulances in Attala County with blood products starting July 1. The program addresses a stark reality: in rural Mississippi, where transport times to trauma centers can be long and the state leads the nation in several poor health outcomes including traffic fatalities, patients deserve the same level of care available in urban areas.

Speaking on The BreckFast Show, Dr. Darsey explained the vision behind the RESCUE Program (Rural Emergency Services Care, blood Utilization and Survival), a partnership with Mississippi Blood Services, Paladin Emergency Services Consulting, Magnolia Ambulance, and local responders.

“About 18 months ago, we started looking at: if someone’s injured in rural America, rural Mississippi, should they not have the same resources as someone in urban environments?” he said.

“Helicopters are expensive and not always available. Should a patient have a wreck during a rainy storm and have less care because it’s raining? The answer was no.”

The program builds on earlier success with air ambulances, where Dr. Darsey helped introduce blood products in 2010. Now it’s expanding to ground ambulances. Attala County would join other Mississippi counties—including Leake, Noxubee, Scott, and Winston—where the initiative is already active.

Currently, paramedics administer IV fluids and transport patients to the nearest hospital (such as the facility in Kosciusko) or onward to larger trauma centers in Jackson, Tupelo, Birmingham, New Orleans, or Memphis. Rural hospitals sometimes have limited blood supplies themselves.

With RESCUE, a compact cooler on the ambulance will allow trained paramedics to begin transfusions in the field for trauma cases such as:

Paramedics have reported dramatic improvements, with critically low blood pressure patients “perking up” and beginning to talk en route after receiving blood. Physiological outcomes have been strong, helping sustain life during the critical 45–60 minutes often needed to reach definitive care.

The program is designed to be community-owned. It requires no patient charges (insurance typically doesn’t cover it), and used blood is replaced in real time.

Each county needs roughly $4,000 annually for equipment, coolers, and support—plus strong blood donation participation.

In Attala County, supporters including the Frank Shaw Law Firm have contributed, but about $2,300 more is needed. Organizers hope for blood donations from around 10% of the county population (roughly 200+ units), with the goal of exceeding that as other counties have.

“If you give blood in your county, it’s going to likely stay here to take care of people that are here,” Dr. Darsey noted.

Donations and monetary gifts (tax-deductible through Mississippi Blood Services) directly support local ambulances.

Beyond the medical impact, the program has fostered unexpected community resilience. Residents are rallying not just after incidents, but proactively: “Let’s donate blood just in case.”

Only about 1% of ambulances nationwide currently carry blood. This effort aims to raise that standard in rural Mississippi.
