California prosecutors and retailers have teamed up this year to get a ballot initiative ready, aiming to roll back parts of Prop. 47, a decade's old law that lowers penalties for theft and drug possession.

But, Governor Gavin Newsom and Democratic leaders are working on a plan to remove this measure from the ballot.
