Councils throughout the country are split on the issue of allowing access to public facilities for unvaccinated people.

On the whole, city councils will require vaccination passes to enter their pools, libraries and other venues, but many of the district and regional councils are adopting a less stringent approach.

People won't need a pass at most Waitaki District Council facilities.
