Payrolls for baseball teams vary pretty substantially, from just $53 million, to well over $200 million. Just two guys on the Red Sox make more than the Rays' entire payroll combined. Now, some teams are paying players in advance of free agency, offering them less than they'd make if they wait, but more than they'd make in the short term. It's a way to keep players around who would otherwise leave, and it's a pretty good strategy for teams trying to keep talent while avoiding massive contracts.
