Freddy was sent to live in a state run institution. Why?
Freddy was just a baby, when he was placed into a foster home and then spent the next few years of his young life moving from one foster family to another. He was then sent to a state run institution which housed so called mentally retarded or feebleminded children. But as Freddy got older he started to realise there was nothing wrong with him or many of his other friends.
