People were scammed into enrolling in fake universities. How did this happen?

It was back in 2015, that an elaborate scam was exposed where people unknowingly enrolled in universities that did not exist, paying enrolment and tuition fees for courses that were fake. It is believed to be the biggest internet scam ever uncovered.
