Halloween is supposed to be a wonderful night of dress up, candy, mischief, laughs, and fun, yet for Oil City, PA in 1992 this was not the case. Halloween was canceled.  Shauna Howe was abducted 4 days before Halloween after attending a Girl Scouts Halloween party.  Her body was found the day before Halloween.  Shauna's killers were known to the police for years before investigators realized they'd made an error overlooking evidence that could have solved this case a decade earlier.
