The Mes of Civilization classify the roles of intelligent beings as either Dependent or Sovereign. There are many types of dependents, but only two types of Sovereign – Independent and Enabling. Most of humankind – thanks to Enlil’s strategy for the Powers That Pretend – are clearly Dependents. One of the requirements for humankind is to move as many people as possible out of the Dependent category and into Sovereignty.
