President Trump signed an executive order that shifts responsibility for disaster preparations to state and local governments. The Government Accountability Office added disaster response to its High Risk List this year they have more than 60 recommendations to improve the process. And individuals applying for assistance face a forest of complexity when they need simplicity most.
