    The Eastern Cape department of Education says the issue of HIV testing is not outside the mandate of NGO Keth'Impilo. This follows shocking reports that HIV tests were conducted without any consent from the parents. It has also been reported that Keth'Impilo officials revealed the learners status in front of other pupils.     The three labour unions at SABC CWU, BEMAWU and MWASA the SABC are threatening legal action against the public broadcaster if the board and management continue with its proposed changes without consultation. This comes as the board and management confirmed some of the changes when they appeared in Parliament earlier this week.
