He also deftly explained what's happening in Georgia as a program set to aid maybe 6% of the state's student population attend a private school - with 1% of its education budget - suddenly appears to be available to nearly 20% of the state's students - at a much higher taxpayer cost - due to an interpretation by an unelected board tasked with managing the voucher program.
