Maxwell has been the subject of civil investigations and litigation in the U.S. Virgin Islands tied to allegations that Epstein’s trafficking operations used his private island properties there—particularly Little St. James—as sites of abuse and confinement. The Virgin Islands’ Attorney General’s office intervened in Maxwell’s suit against Epstein’s estate to argue she should not be reimbursed for legal or security costs, contending she was implicated in the trafficking enterprise operating in the territory. The territory’s investigators have also probed her role in recruiting and facilitating the movement of young women to the islands for coercive sexual activity, as part of broader claims by the U.S. Virgin Islands that the “Epstein Enterprise” used the islands to hide and facilitate abusive activity.

In addition, Maxwell filed her own civil lawsuit in the U.S. Virgin Islands Superior Court (Case No. ST-20-CV-155) against Epstein’s estate, seeking reimbursement for legal fees, housing, and security costs she claimed Epstein had promised to cover. However, the estate moved to dismiss her claim, arguing it was filed prematurely and violated procedural rules under local law. The Virgin Islands government separately secured a $105 million settlement from the Epstein estate in 2022 and obtained proceeds from the sale of Epstein’s island properties, marking one of the largest recoveries ever tied to a sex-trafficking case. While Maxwell’s personal case in the territory stalled amid procedural challenges, her alleged involvement in Epstein’s Caribbean operations remains under civil scrutiny by territorial authorities.
