In this episode of TDR Cannabis in Five, presented by Dutchie, host Shadd Dales reviews the latest developments in Pennsylvania as Governor Josh Shapiro continues to include adult-use cannabis legalization in ongoing budget discussions.During a visit to Lancaster, Governor Shapiro stated that legalization remains part of his plan and that he will not concede on cannabis reform, even as negotiations with the Legislature remain at an impasse. He has tied legalization directly to Pennsylvania’s economic position, noting that surrounding states have already legalized and that a large share of dispensary customers across state lines are Pennsylvanians.According to his administration, legal cannabis could generate $1.3 billion in new tax revenue over five years, with an annual boost of about $250 million once the market is established. Separately, a House-passed bill projects more than $500 million in its first year, directing revenue toward Medicaid, education, public transit, minority business development, and expungement of certain past cannabis convictions.The Senate, however, remains a challenge. Republican leaders are opposed to the state-run sales model proposed in the House bill, creating a key obstacle for legalization as part of Shapiro’s proposed $51.5 billion budget.Meanwhile, multiple legalization bills have been introduced in both chambers.
