He looked around and saw injustice and unfairness everywhere, so he questioned God and God answered him, although it wasn't what Habakkuk wanted to hear. He questioned God's methods and fairness. God called the prophet to a faith that wasn't dependent on circumstances, but solid despite them. At the end of the book, Habakkuk responds with a song that we can all learn from.
