Due to a quirk in the Affordable Care Act, lower- and middle-income employees are not able to access critical premium subsidies when the self-only health coverage offered by their employer is deemed affordable by the ACA. This means that even if the cost of family coverage does not qualify as affordable, the employee’s family is not eligible for premium assistance.

On mic is Carol Taylor, State Legislative Chair for the Florida Association of Health Underwriters, to talk about the new proposal to correct this issue, which has become known as the “family glitch”.

Florida Association of Health Underwriters (FAHU)

Carol Taylor, REBC, serves as the COO and Compliance Officer with Kirby Employee Benefits, based in Jupiter, Florida. She has been in the insurance industry for over 30 years in various capacities, ranging from insurance accounting, claims auditing, account management, self-funding and compliance.

In July of 2017, Carol stepped into the role of the Florida Association of Health Underwriters (FAHU) State Legislative Chair and serves on their Board of Directors. From July 2013 through June 2017, she served on the National Legislative Council for the National Association of Health Underwriters (NAHU), on various committees and assisted with responses to regulatory releases as well as gathering data on tens of thousands of plans nationwide to show the effects of the Cadillac Tax. She continues to serve on the national level, as a long-standing member of their Compliance Corner Committee and several other committees regarding broker transparency and compensation.

Carol was honored with the Florida AHU Scott Robertson Legislative Excellence Award in August 2019. She was recognized in February 2016 by NAHU for her assistance in legislative issues, particularly for her work on the Cadillac Tax, one of the tax provisions that was included in the ACA, that was repealed. Carol also serves as a national instructor for NAHU certification courses, in addition to developing course materials for their certification and designation courses. In addition, she has written several courses for the FAHU School and is the current Jacksonville AHU President.

Carol is currently working on a Juris Masters’ degree, specializing in healthcare/corporate/risk management compliance. In her spare time, she serves as Secretary on the Northeast Florida Scottish Highland Games & Festival Board of Directors and helps plan their one-day event with attendance in excess of 20,000 annually. She enjoys spending time with her family, cooking, getting wind therapy on her motorcycle, and quilting.
