Helen Harris, 88, of Henrico, went to be with the Lord on Saturday, July 29, 2023. She was preceded in death by her parents, Arthur and Blanch Wright; husband, Walter Harris; siblings, Berkley, Frances, Edwin; and son-in-law, John Saylor. Helen enjoyed going on gambling trips to Atlantic City. She loved all card games. Janet C. Mingee, 75, of Highland Springs passed away on Monday, July 31, 2023. She was a former employee in the clerk’s office for Henrico Courthouse and retired from VDOT. Lisa Rumsey Weatherford passed away on July 28, 2023 following a brief, brave fight against breast cancer. Lisa was 70 years old. Hallet Ward Harrison, Jr., 95, of Highland Springs, passed away on Tuesday, August 1, 2023. He was a U. S. Navy Veteran, a retired employee of Frito-Lay, and a member of the Mechanicsville Senior Bowling League. He was a member of St. John’s Catholic Church and the Knights of Columbus. Virginians now can commemorate the historic Richmond Planet newspaper with a new special license plate. Legislation introduced by Senator Joseph Morrissey and signed by Governor Glenn Youngkin authorized the issuance of the Richmond Planet license plate. The plate honors the founding of America’s oldest Black newspaper, which was started in Richmond by 13 former slaves. Virginia’s aptly named overlooked cave beetle is one of 10 species found in the state scheduled to be considered for protections under the Endangered Species Act. In response to a federal lawsuit filed by the national environmental nonprofit Center for Biological Diversity, the U.S. Fish and Wildlife Service agreed July 24 to expedite its decisions on 33 species. Henrico's board of supervisors July 25 unanimously approved two resolutions authorizing the county to apply for matching grant programs to help fund several road and trail projects. One resolution authorized Henrico Director of Public Works Terrell Hughes to apply for the Virginia Department of Transportation's revenue-sharing program for the fiscal years 2027 and 2028 to help fund the first phase of planned Greenwood Road improvements (from Woodman Road to Branch Road) and the first phase of improvements to Woodman Road (from Mountain Road to Terry Drive). Nurseries in Virginia and surrounding states have observed an uptick in the past two years in wilt and severe dieback on redbud, maple, and dogwood.  In some cases, almost 100 percent of the stock was unable to be sold due to the damage. Vascular streak dieback is a non-curable plant disease caused by a fungus.
