Henrico officials hope to open the COVID-19 vaccination process to people in Phase 1C sometime in April, but they’re not quite ready to do so yet. The Richmond and Henrico Health Districts, which are operating jointly to vaccinate residents of the two localities, still are working through residents of the two localities who are eligible in Phases 1A and 1B, according to RHHD Nurse Manager Amy Popovich.
