As Hurricane Florence nears the coast of North Carolina, Dr. Joe Holley, and his fellow federal, state, and local responders are hunkering down to ride out the storm so they can be ready to respond after it passes. We got the chance to catch up with Joe during a brief break while he was assessing resources and capabilities in Wilmington, NC.
