A mom was seriously burned when she lit a candle while her hands were still damp from sanitizing. Around the country cops say, increasingly, they are seeing paintball guns being used in random attacks on innocent people on the street. And today, the L.A. County health department banned door-to-door Trick-or-Treating, carnivals, parties, and even going car-to-car for candy. Is there still a way to safely celebrate Halloween?
