Elon Musk is reportedly planning to lay off three quarters of Twitter's staff if he buys it but even if he doesn't end up buying the company, Twitter executives say they're planning on cutting about a quarter of all jobs, and either of those scenarios would have a big impact on the San Francisco economy.
